Accountability & Anti-Corruption Systems: Real-Time Monitoring for Bribery, Inducement, and Misuse of Office

The many crises that governments have faced in recent years have vividly illustrated the importance of trust. Governments needed to be trusted by their populations in order to listen to messages around the COVID-19 pandemic and vaccines, as well as about the impact of Russia’s invasion of Ukraine and the economic shocks that resulted.  

Such trust will be at an ever-greater premium in the years ahead, as governments around the world embark on decarbonisation programmes as well as look to encourage the safe and secure use of technologies such as artificial intelligence, and digital identities and credentials.   

This session will look at the steps governments have successfully taken to boost trust, and best practice in how to develop and deepen trust by using systems like real-time dashboards, improved data analysis, and digital whistleblower systems to transform anti-corruption efforts in governments around the world.

Roundtable 3 – Managing Technical and Political Advisors in the Civil Service

As governments face complex and fast-moving challenges, the presence of technical and political advisers has become more common — but often creates tension with the institutional role of the civil service. This roundtable offers a space for permanent secretaries and directors to unpack how these relationships can be better managed to enhance — rather than undermine — governance effectiveness. 

Discussions will address role clarity, accountability structures, and how to ensure advisers complement institutional memory rather than displace it. Comparative insights from other systems will explore how to strike a balance between political responsiveness and technocratic integrity.

Too often, process takes precedence over purpose. This session will refocus attention on outcomes, exploring how civil service leaders can clearly define their mission, align their structures to delivery, and measure what matters.

Roundtable 2 – Rebuilding Trust in Government Through Citizen-Centred Public Service Delivery

Across the world, trust in government is closely tied to the visibility, reliability, and responsiveness of public services. For Nigeria’s civil service, achieving the ambitions of FCSSIP 2021–2025 will require a shift from institution-centered to citizen-centered delivery models — where outcomes, equity, and dignity in service are the new measures of success. 

This roundtable invites senior leaders to share strategies for embedding empathy and accountability into public service delivery. Discussions will explore how to institutionalise feedback loops, simplify service journeys, and elevate the role of frontline workers in governance renewal. International case studies will provide models for how trust can be built through digital services, local partnerships, and service redesign.

Effective policy is built by combining evidence, lived experience, and sector expertise. Yet, in many systems, policymaking remains too insular. This session will explore how Nigeria’s senior civil servants can create more porous, responsive, and agile policymaking environments. 

Participants will discuss how to systematically involve civil society, academia, the private sector, and frontline staff in shaping policy that reflects both national goals and citizen realities. Leaders will also share methods to institutionalise consultation and foresight processes in their departments, aligning with global models of open government.
